Summer 2007 of Increased Risks to Security in the U.S.?

I've been reading online that certain U. S. Officials have been bleeding remarks about a summer of increased risks coming up. I thought I would search them out:

  1. "I believe we are entering a period this summer of increased risk," Chertoff told the Chicago Tribune's editorial board in an unusually blunt and frank assessment of America's terror threat level. New York, July 11: A small al-Qaeda cell is either on its way to the United States or may already be in the country to commit terrorist acts, senior American intelligence officials have said.   2. Paul Craig Roberts, former Assistant Secretary of the Treasury: "Whether authentic or orchestrated, an attack will activate Bush's new executive orders [NSPD-51], which create a dictatorial police state in event of national emergency.": 9/11 Truthers Ignore Tragedy of First Responders (CanadaFreePress.com); VDare.com; OpedNews - What More can we each to to stop fascim?; it's interesting that we found ne news link on this at the BBC.co.uk, but guess what? We were astonished to see them defending their position on reporting the fall of the 9/11 WTC3 building which came down hours after it was reported to have fallen already by BBC - noted evidence that they had inside knowledge of its imminent destruction - and it seems the majority of the British public don't buy it at all. We were fascinated with the disgust that British citizens showed towards BBC; read here.
It seems that the general foreboding feeling of the groups and blogs out there is that George W. Bush will stage yet another 9/11 similar episode this summer to gain back rapidly decreasing popularity and the 'situation' has been compared to Adolf Hitler and the Reichstag Fire: "Wednesday afternoon could have added even more woes to the White House. America's first and only Muslim congressman, Keith Ellison, appeared on CNN's Situation Room with Wolf Blitzer to discuss some scorching anti-Bush comments he had made on July 8 to constituents in Minneapolis, in which he had compared 9/11 to the Reichstag Fire, and George Bush to Adolph Hitler. In 1933 Hitler used the Reichstag Fire, carried out under his orders, to establish a dictatorship in Germany."

The fear apparently assumes that 2 out of 3 Americans believe that the Bush government were responsible for the 9/11 tragedy and that another like tragedy is the instrument to put inot place the NSPD-51 - "NSPD-51, the presidential order, announced in May, by which Bush can declare himself dictator in the event of a natural catastrophe like Katrina -- or a terror attack like 9/11-2B."

Wait a minute? Why is it called NSPD-51; what is it that Americans have with the number '51'? Area 51, ... 51st State (of the US), didn't Bush beat Kerry 51% majority? Formula 51.

There are Americans out there who insist that the US already has 51 states - the 51st being Hawaii; the US has recognised 51 Major Trading Areas (MTAs) with the M51 state being American Samoa. See the MTA map here.

An internet search brought up a text which mentioned Hawaii as being the 49th state and therefore already taken into account - the text was part of a PDF for the play, the 51st (dream) state written by Sekou Sundiata.
